The rule
Usage pricing is two decisions, not one: what you meter, and whether the allowance pools. Ship the first without the second and you haven't built a meter, you've built a fine for having one heavy user.

Why it matters
The 2024 page hands you a toolkit and asks you to imagine what you would build with it, which is five pictures and therefore none. The 2026 page hands you one. It also claims the noun already sitting in the engineering budget. Code review is a line item somebody already pays for. AI expert on your codebase is not.
